Most states have their own COBRA laws that allow people to extend their coverage if the employer has less than 20 employees. A brief summary of each state's law is below.

COBRA law similar to federal COBRA law except Pennsylvania law is for employees of small businesses with 2 - 19 employees, and coverage can only be extended for up to nine (9) months.
Like the federal law, Pennsylvania's COBRA law is for employees who lose their employer based health insurance because of a qualifying event such as job termination.
Employees who elect to continue health coverage under COBRA must pay full monthly premium. Employer can charge up to 5% additional for administrative costs.
