Medicaid Aged & Disabled Medicaid Waiver Program

Under the Medicaid Aged & Disabled Medicaid Waiver Program, state medicaid programs are allowed to waiver basic Medicaid rules to permit an alternative to long term care in a nursing home by covering services in an assisted living facility or at home.

If your state includes a Medicaid Aged & Disabled Medicaid Waiver Programhis Waiver program, to be eligible

  • You must satisfy income and asset requirements (which are different from the requirements if you need Medicaid to pay for a nursing home)
    • Income: The Medicaid waiver program may be better for you financially. For one thing, the Medicaid waiver program does not count the income or assets of your spouse in determining your eligibility. Since you are not penalized for transferring assets to your spouse, you could put everything into your spouse's name and those assets would not be counted for the Medicaid waiver program. The asset limit for the Medicaid waiver program is the same as the asset limit for nursing home Medicaid. 
    • Assets: Under the Medicaid waiver program, the covered individual may have up to $2,000 in assets.
  • You must be assessed for functioning by a medical professional - including needs which are generally required to be of a nursing level.
  • It must be safe for you to remain at home or in an assisted living facility.

Services which may be included in the program are varied, and can include:

  • Homemaker:  
    • Assistance with activities of daily living such as bathing, toileting, grooming, and eating.
    • Meal delivery.
  • Minor changes to your home
  • Case management:  You choose a case manager to help plan and coordinate your care.
  • Medical adult day care which is structured and supportive activities in a group setting.
  • Transportation to the doctor, pharmacy, etc., if provided by your homemaker.
  • A nurse's assessment and review:  A Registered Nurse completes an assessment periodically (such as every 6 months) and provides ongoing oversight for your homemaker.
